Template-level
Share mode (realm-wide / specific areas / public) — see Sharing templates.
Edit / Rename / Archive — realm admins and area moderators. Regular users cannot edit templates.
Move to shared form (area-specific templates only) — relocates the template into the realm pool. One-way operation; moderators/admins only.
Area-level
Members — anyone with access to the area can complete any template the area has.
Moderators — additionally can lock and unlock submissions, comment on them, edit any unlocked submission, archive submissions, cancel queued items.
Realm admins
Realm admins can see every template, every submission, and every queue item in the realm — for compliance and oversight. They can also lock entries from the Completed tab (an action gated to admins only, not moderators).
Submission locking
A locked submission can't be edited. The original submitter can't edit it; other members can't edit it. Only an admin can unlock. Locking is reached from the row menu in the Completed tab: Lock entry (or Manage / unlock if already locked).
Note — Moderators can lock some flows but cannot lock arbitrary completed entries — that's admin-only. Moderators can archive / remove a completed entry, which is functionally a stronger action.
